0000803: Add 'undocumented' $_SYSTEM['development_mode'] var

Description

Doing a lot of development on glFusion, and repeatedly annoyed by the 'please remove the install directory' message? By setting this global variable to true in siteconfig.php, this allows us to insert conditionals here and there in the code which enable/disable features useful to the developers. The variable is purposely not documented in the siteconfig.php.dist template, as it could potentially cause more trouble than it's worth for the average system admin if it were enabled.
